The report said he did lie. They were being extraordinarily generous is saying that they didn't think he lied deliberately, but even they called out his lies.

They might have also called him out for lying in his first explanation for why he lied at media days, that he wasn't prepared for the questions about the 2015 incident. The text messages showed he'd been coached on what to say by Gene Smith and that he told someone else he was going to deny knowing anything. He fully expected the questions he was asked.
