sports mostly promote great values - its social media and pop culture that teach nonsense. i love seeing passion and personality shown on the field, and respectful levels of that should always have a place in athletics

Celebrating a home run is fine. Showing up your opponent or taunting them (horns down) is something different. Respect the game. Respect your opponent. It’s not hard to figure out.
Rule makes sense to me. Horns down to a UT player is obviously taunting and that has generally always been penalized.

Celebrating your own team is not taunting. Denigrating the opposing team is taunting. I don't think its really as difficult a concept as you are making it out to be.
There’s no rule specifically about Texas or about horns down. They are just saying they are going to make taunting penalties a priority and that they will focus on player-to-player taunting.

This might take the cake as the most spectacularly silly and overspecific rule ever implemented in college football. It is so bad that it adds more retroactive support for Nebraska's decision to leave the Big 12 and escape Texas' outsized influence.

B1G Equivalents: 15 yard penalties will be assess for:

Calling Wisconsin players Cheeseheads
