Gregg Williams doesn't know how to use Jabrill Peppers.
Just watching this game, and noticing how little Jabrill is involved in it. He is lined up as a true free safety. The perfect position for him is at nickel corner or some sort of hybrid space player as he was used in college. That way he could be closer to the line of scrimmage and play the run more often. When he was at Michigan it felt like he was involved in almost every play. For Cleveland, he is just a bystander...
It's possible that Cleveland doesn't have the right personnel to compliment him so Williams has to use him in a way that doesn't take advantage of his skillset but still, to line him up as a free safety? It's a waste of his abilities.

being the DC of the Browns as a sign that you're not a good DC, especially for an experienced coach. Going from DC for a Super Bowl winner to that does remind me of GERG.

He is the ideal edge player - strong enough to stay on the field against power running, fast enough to rush the passer and quick enough to stay with a fast RB/H back coming out of the backfield.
Using him like a traditional deep safety is to help double up on a WR is to lose a lot of his effectiveness. But like Denard Robinson, there is an inherent reluctance in the NFL to do something that everyone else isn't already doing.

I disagree. Peppers would be a major liabiliy in run support, and he sure as hell can't play nickel corner against NFL receivers. I think he's being deployed appropriately. He just needs to improve.

By no fault of his own but he's kind of a misfit for NFL defenses. As someone pointed out above he can't be a nickel corner. He could play deep lying safety (which Williams seems to be deploying him as) but needs to improve his coverage and ballhawk skills. He absolutely cannot play linebacker from a size perspective unless he puts on some weight and learns to be better in run support (a la Deone Bucannon in Arizona.) I share the sentiment though sheerly by going to Cleveland, he is somewhat screwed. I hate seeing when Wolverines land in Cleveland or Detroit, because you know the water has been poisoned already.
