Under what circumstance does Hoke burn Stonum's redshirt?
Considering that Stonum is practicing with the team. Under what circumstances would Hoke make him eligible to play this year?
Worst case scenario. If our WR corps gets hit with injuries during the season, does Hoke remove Stonum's redshirt and let him play? Or does he first burn the redshirts of true freshmen before he allows Stonum to play this year?

Exactly, this should be viewed as a semi-suspension (I say semi because he can still practice with the team).
We see it often, kids get kicked off the team and get in more trouble. I know plenty of people who had trouble at michigan (or just going off to college) when all of a sudden you have so much free time and no supervision. Now, since Stonum is still on the team, he gets to still have some structure in his life (practice, study sessions, meals, etc.), he has a definitive goal he's working towards (staying out of trouble so that he makes an impact as a 5th year senior) and he gets to stay on scholarship. Kicking him off the team completely could send him into a spiral and get him in even more trouble (see: Booboo). I hope he takes the opportunity to get back on the right track

With @sses like valenti and killer out there second guessing the move, there is no chance Stonum plays this year. This is a good thing because Stonum does not deserve to play this year.

If Stonum is suspended for the season (as I understand him to be), Hoke cannot walk that back for any reason.
Redshirt is not the same thing as a suspension, AFAIK.

Saying "he will redshirt this season" is just a nice way of saying his ass is suspended all year.

Personally, if some horrible injury or suspension issue arose this year and Hemingway, Roundtree, The Robinsons, Dileo, Odoms, Jackson, and all potential TBs that could move to WR were unavailable, I would rather Hoke start walk-on WRs instead of go back on his word and play Stonum.

If what's being reported (in some places) is true, Hoke gave Stonum the option of just being suspended for several games. If this is the case, it wouldn't be crazy for Hoke to take off the redshirt and allow him to play after the number of games originally proposed to Stonum.
If true, it wouldn't be the same as suspending him for the year and then going back on it.
Yeah, it would be the same. He made a public announcement. That's the bottom line. The negotiations that went on between him and Stonum matter no more.
It's more important that Hoke does what's right by the kids than keep the general public 100% on the up and up.
hopefully Stonum knows that it's better for him to sit out a year and address his personal issues. He will get better/stronger/faster and ready for a full RS Senior season. He will be able to help his draft stock by improving his play on the field and showing he has strong character off the field.
Or, put on your foil hats, this is part of his master plan to be able to play in his home state against Saban and the boys next year.
And to answer the question, Hoke would enroll in school and use his fifth year of eligibility and line up at WR himself before he would burn the redshirt.
Outside of single-handedly saving a truckload of puppies from crashing headlong into a schoolbus full of kindergarten students, no circumstance would be dire enough for Stonum to see the field. I'd rather see Michigan revert to a triple option offense than to see Stonum on the field for a game.
