I don't think this is moral panic. We are getting closer to understanding CTE, particularly with a larger sample size from vets who are exposed to roadside bombs and the side effects they have been experiencing. Sounds very similar to what many football players describe. The link below is pretty interesting on what they are seeing with mice and simulations to induce CTE. It is not conclusive, but it can't be ignored or brushed away.
