Brady Quinn made an interesting statement about cheating a few weeks ago in discussing the M 'scandal', saying tampering was truly a game-changing problem. Taking away a good player from one team and adding him to another has a much stronger impact in the results on the field than stealing some signals. I don't think too many heard or understood what he said.
