The NCAA itself has acknowledged that in-person sign-scouting affords "minimal competitive advantage" when they tried to rescind the rule in 2021.
So, the fair Michigan punishment should be to go back and dock us a field goal from the score of each of our games.

If deciphering someone else's signs are worth anywhere near some of the point advantages being referenced, that means deciphering someone else's signs is worth a lot of money. Which means teams that are willing to pay coaches millions ought to be willing to pay a team of code crackers to watch film... which means it is likely this is a widespread occurrence. The only difference is whether those code crackers get tape from someone on staff or get it from some other sources ( like telecasts).

So true, I’m a 11U Pop Warner coach. Our biggest rival had cameras and in person scouts for everyone of our games.

In Succession, there was an episode where Tom was referred to as the "Christmas Tree" because he was the most likely candidate for prison time due to Waystar Royco's alleged crimes and it made sense to hang all your crimes on him like ornaments since he was going to go down in flames anyway.
This is similar. Every failing team can now hang at least one loss on Michigan as illegitimate and will do so until next year. Didn't make that bowl game at 5-7? Well, we got scouted by Michigan (wtf are you even saying?). Didn't win the conference? Well, we got scouted by Michigan. Big Ten West never won the conference title game? Well, the last three were tainted by Michigan. Going to get fired for losing 3 in a row to Michigan? Well, they don't actually count because they knew our signs (but also we changed them before the game! We aren't stupid!).
