It definitely is positive in at least two ways:
1) Brings on a guy with a good reputation as a coach and strong recruiter.
2) Should bring an abrupt end to the idiotic posts about bringing back Brady Hoke as the DL coach.

Well, he recruited to ASU for 1 year, and Navy before that... recruiting to a service academy has to be very tough.

Recruiting to a service academy is not comparable. Even the rules are far different.
One year at ASU under a new coach is such a small sample. More relevant than his ranking would be how he comes across in interviews and his background. As long as he wants to be a good recruiter, he should do fine.
My priority would be that he's a good coach. DL is a big position group that relies a lot on technique.

Teaching technique and leverage at the Academy when your guys are 30-50 lbs lighter? Yeah, he will do just fine. Oh, and recruiting to Navy isn't hard? Evaluating 2-3 star talent that can win?
Oh, and he slowed down that vaunted MSU run game. :)

In Mr. Miggles' defense, I think he's saying that the service academy recruits are literally held to a different standard and as such, it's impossible to really compare recruiting there to other places due to the standards and obligations kids will take on.

I would say that it is even harder. I get where he is coming from and definitely respect his opinion, but it is still D1 football.

It's just completely different. It may well be harder to recruit to Navy, but it's a different type of job.
First, the talent pool is limited. The entrance requirements are high and there's obviously a greater commitment required. It's cliche to say that recruits should commit based on the school, not on the coaches. It rings true with service academies.
Second, the 25/85 rules do not apply to service academies and they have taken some monster sized classes.. That lessens the need to be selective. A good thing since they only get a handful of 3* recruits and they compete in a decent conference.
The coaching does translate. In some ways it seems ideal. As you mentioned, they're undersized and have to rely on technique. Also there's a bagman free atmosphere and high standards for the conduct of the staff. You'd hate to hire a highly ranked recruiter only to find out he's used to cutting corners.

Specifically about players' standing on the depth chart related to injuries that might've caused some friction with certain players. Just curious because it seemed like something was up with the team in the last 1/3rd of the season. Thanks for any input, I understand if you can't comment on the topic.

In addition, Harbaugh is a shitty communicator on almost everything...so HE may be benching you because he thinks you're a pussy and you should practice or play through being hurt because you're not actually injured...but he may not tell you. Now this is 2018, if you're an 18 year old black kid in today's climate...do you think it's out of the question you or your family may question if it's race if no one is being straight up? Especially when people are in your ear and undoubtedly there is someone who is going to mention it and make you think, even if you weren't thinking about it before. Again, Harbaugh has to know that's coming.

Mind you - in Harbaugh's defense, if you're a coach, you CANNOT say "I think you're being a pussy and you should be practicing and playing through this being hurt...and if you're truly injured, sit your ass on the bench and get out of my practice." That would be a disaster. So the communication never happens, minds wander, it's a fucking mess. In reality it's Harbaugh that's going to have to change, the kid in 2018, going on 2019, is not.

Okay, I see where you are coming from now. Let's just say I know of one big fella that missed a lot of practice time and game snaps because he wasn't available to practice or play due to being hurt or injured. Some guys want it more than others. It happens every year though. it doesn't just happen at Michigan. Yost hit this one pretty well in your example.
