"three" here should be interpreted as "three or more."
If MSU/PSU/OSU/UM win out, except UM beats OSU, then all four are 7-2 in the Big Ten. MSU and OSU would be 2-1 against the tied teams, whereas PSU and UM would be 1-2. OSU goes by virtue of head-to-head win over MSU.
If OSU loses an extra game, and it's a 3-way MSU/PSU/UM tie, MSU wins as they are 2-0 vs. the tied group.
If PSU loses an extra game, and it's a 3-way MSU/OSU/UM tie, all three are 1-1 vs. each other. The next tiebreaker is division record; UM has two division losses, whereas OSU and MSU would only have one. UM is eliminated and OSU goes due to head to head vs. MSU.
In a 3-way OSU/PSU/UM tie, all three are 1-1 vs. each other; UM and PSU have two division losses and are eliminated; OSU wins.
Michigan needs to win out and have PSU and MSU both lose one more game.
