There isn’t an official line (same as other generation markers), but that’s generally correct.
Pew cuts off at 1996. Some go up to 2000 or so.
Older generations basically lump all the young people they criticize into the millennial category because it takes less effort.

I’d venture a guess that most Gen-X’ers and Baby Boomers have never lived on the streets before or had to fight and claw just to put food on the table. So using that as an argument against millennials typically doesn’t hold a lot of water because usually the person sitting across from them and deriding them has never been through that either.

Now, with guaranteed contracts, even in the late rounds, every player is just trying to rush to the league as quickly as possible, before getting an injury.

The player can elect/agree to sit a full year and get his year back only if he graduates. Even if he hasn't redshirted.
Give them 2 options, make it the same for everyone across the board and let the player and new team decide which way to move forward.
The reason is that he already used his redshirt year at Michigan. This year counts against his eligibility whether he plays or not. He will have two years to play two if cannot play this year.
Based on the rules, I don't see how he ever expected to become eligible for this year. The ironic part is if he had not transferred in the middle of the season, he would have stood a better chance for immediate eligibility if he had transferred and appealed during the offseason after Pep Hamilton was let go. Oliver Martin is most likely appealing for immediate eligibility based on the offensive coordinator change and watch his appeal get approved. Both players are in the same eligibilty situation: HS Class of 2017 with redshirt already used.

Harbaugh's proposal offers an excellent solution in allowing a one-time no sit transfer to anyone who wants it. That way we can do without the lawyers, the endless "review" procedures, and the disgusting speculation about whether someone like Hudson actually suffered mental health problems or was faking it.
