This was before my interest in recruiting. Why would a number one QB choose BYU?? I'm not sure which is worse, that or Kiel to Indiana.

BYU has had their fair share of sweet quarterbacks
Jim McMahon, Steve Young,Ty Detmer. Even Max Hall was pretty sweet a few years ago

As others have said, he's Mormom and BYU has had their fair share of great QBs. Robert Griffin did the same thing when he went to Baylor and that's turned out great. He went for the big fish in the small pond and hopes to become the star of the team with no competition.

Heaps does well against tomato cans, but seems confused against good defenses. By 2013, when he will be eligible, Michigan will qualify as an elite defense.

To the person who said Heaps going to BYU is like Kiel to Indiana clearly doesn't know anything about college football. BYU is in a completely different class when it comes to football than Indiana. BYU has had tons of solid QBs and is known for the passing game. Also they have a solid tradition when it comes to football with numerous major wins, bowl wins, and the 1984 NC.
Also Heaps is Mormon so it was a great fit. When he was coming to a decision it was a close race between UW and BYU, so that would make sense. He has a good relationship with the UW head coaches, Sark being a former BYU QB, so it seems logical. As has been stated though, they have Price who will be a Junior next year. I'm just surprised he didn't just redshirt next season at BYU instead of just giving up and transferring. It was a rough year with him at QB and he still needs a lot more development. He definitely has potential, but definitely struggles against better defenses as he's completely one dimensional.
You won't see him in the Big 10, look for him to transfer to a pass happy PAC12 school. UW, WSU, or Oregon St could be potentially a good fit.

There was no BCS and they played a 6-5 Michigan team in the Holiday Bowl that was clearly Bo's worst team in 20 years. Even then, Michigan played them tough losing 24-17. There were at least 5 teams in college football that year who could have waxed them in a bowl game. I was at the game and can attest that BYU was not a national championship caliber team. That being said, you are still correct about BYU's tradition of very good passing QB's relative to IU.

And Michigan was BYU's signature victory and claim to fame that year. On those rare occasions when BYU's 1984 season comes up, there's always someone to say, "yeah, but they didn't play anyone that year," with the response, "they did beat Michigan." Almost nobody remembers how mediocre Michigan was that year, though.

Cougars have Tuel coming back plus the freshman who threw for 500 yards one game this year.
I'd wonder about Boise for him.
