Yes in terms of personnel on the field. Against Michigan, Penn State was missing 6 starters: all 3 LBs, a WR, a starting DE/DT, and a CB. By the Ohio State game, Penn State got everyone except LB Wartman-White who was lost for the year. Penn State is still feeling the effects of their sanctions. Scholarship limits don't really affect the starting unit too much, but the decimate a team's depth. During the games they had to replace their injured LBs, Penn State was using both a walk-on and a recently converted safety.

I never for the life of me will understand these stupid offenses that set up, look to the sideline, waste a bunch of playclock, and then have to rush the snap/take the TO. Every damn play.

I wanted them to kick the FG... Defense is playing well, you just recently took control momentum wise and offense has struggled all day. No reason to give PSU a play where momentum can shift.
