NCAA proposing changing rules likely in response to Harbaugh
Looks like the NCAA is proposing a rules change to make suspensions more stringent and penalties for hiring coaches cited for show-cause in relation to level 1 and 2 violations. This is being proposed after the NCAA president was quoted as saying we won the national championship "fair and square". So it doesn’t appear that we will be stripped of the title. Though who knows what future ramifications are.
Among other items, the council also voted Wednesday to adopt stiffer penalties for individuals who violate NCAA rules. Moving forward, coaches who are suspended will be required to stay away from their teams on days between games in addition to missing games themselves. Schools who hire coaches with show-cause penalties from past violations could receive penalties, and the NCAA plans to create a public database of individuals with a history of Level 1 or Level 2 violations.

This whole show cause thing smacks of blacklisting. If I’m Harbaugh I thank the Michigan community for their steadfast support. Then I’m off to the NFL before this vigilante lynch mob shows up in Ann Arbor. On the way out flip off the NCAA with one of the epic Brian Cook double birds.

High schools allow it. The NFL allows it. The NCAA has already discussed it - and allowed it during bowl season.
I guess the additional warranty costs for headsets in college helmets must really be huge - since that was the rationale for not allowing it earlier.

To be fair, washington was still signaling plays from the sideline the old fashioned way. I think a lot of teams would continue to do that because they may think it's easier and quicker than radioing signals to the QB and then having them relay the play to the rest of team.
But I think the rule being used to punish Harbaugh is stupid. And teams already have a lot of options to avoid sign stealing, such as wristbands, or periodically changing signs. Headsets should also be allowed.

Helmet headsets were only allowed during non-CFP bowl games. CFP participants had to do it the old fashioned way.

They didn't use radios in the helmets in the CFP. I believe it was only the non-CFP bowl games where it was tried out.

They just don't want to do it. The schools would rather hire a useless position with that money, instead of spending it on things that would be helpful. If high schools can do it, what would stop colleges from doing it? Colleges typically have more money than high schools.

I feel like OP is projecting that this is to do with Harbaugh. I am not so sure about that.
I also feel like this rule could be challenged. You are trying to penalize the coach. Fine. But this move penalizes the students more. They are not benefiting from the coaching they would otherwise get. Coaches, who are millionaires, will waltz off but the players are the ones who are suffering. Who is this council and why are they allowed to have this much power. This rule is ridiculous.

Certainly seems like they wanted to find a mechanism to come down on us hard but couldn’t find a justification that wouldn’t appear to be either sour grapes or just plain vindictive in light of our overwhelming performance this season. So they did the next best thing in their minds.
Seems to foreshadow some kind of reckoning for Harbaugh if he decides to come back, while saving face by not antagonizing Michigan‘s large ratings-friendly fanbase directly with something more draconian like vacating wins or taking away the title. Looks like they are deliberately trying to force Harbaugh out the door with a good-riddance-and-don’t-come-back message to Harbaugh and the university. Seems like they would relish the opportunity to strip us if they could but don’t want to face the blowback.

I'm not sure where you're getting this from? These proposals aren't retroactive and would apply to new coach hires, not existing ones.

The first one is a sensible adjustment to the Urban Meyer punishment, which is a fig leaf since most of a coach's job is during the week. Glad we got to take advantage of it because those violations didn't warrant even a leaf.

The NCAA has no authority to strip us of the national championship because they're not the ones who awarded it. The NCAA doesn't control or administer the CFP. The NCAA doesn't award an FBS championship of any kind.

To be fair I always though allowing a suspended coach to do all of the program stuff other than being on the sideline on game day was silly. It was always a quarter measure at best. But what would be better is if the NCAA grew a pair, and actually handed out suspensions themselves instead of punting it to mouth breathing conference presidents.
