I suspect you're entirely correct, but I do wonder what constitutes small in this instance. It's very clear that he'll want as much money as possible and similarly clear msu will want this to go away quietly (and inexpensively). I wonder where the compromise shakes out and if the public will ever really know. Maybe their department will put out a press release that his severance package (no pun intended) is being paid by donors just like his salary was(n't).

Right. MSU hires a third party to investigate and not shockingly that party finds the organization that hired them to be correct.
Of course, they very likely actually are correct in this case, but this was never going to go any other way. The real games have yet to begin.

He may have truly thought they had something going on, and maybe she just felt it was 100% professional, which led to the disconnect. But there were a lot of calls to make me think he wasn't just shooting his shot randomly.

A lot will depend on whether there is an email somewhere in the MSU camp that says (essentially), "OK, so this guy is a bust. We have to figure out a way to get rid of him and get out of this insane contract."
If anyone sent any message like this, MSU will settle.
But if all the communications are, "Mel is awesome, we just have to ride out the tough stretch and he'll have us back on top," Mel is going to lose.
