I don't think this is all bad. Harbaugh's legal counsel might have even had a hand in accepting it. He's taking responsibility for it so that no harm comes to the players in terms of post-season bans, vacated or forfeited wins, etc. and any future damage from the B1G. He'll be there all week, and his baby is a fine machine.
The early season three-game suspension turned out to be beneficial, as the team has already shown it can adjust and play through missing the head coach, and the results in Happy Valley reinforced that. Also fortunate that in recent years he has backed away from play-calling, and given his coordinators the reins.
We knew that Michigan wasn't going to escape being penalized entirely, so this is probably the least damaging outcome we could expect.
