Better late than never but you would have liked to have seen this before leaking to Bucknut reporters.

 

My guess is that if they actually start looking at this activity, most teams do some form of this.  Although I can’t imagine too many other people are as stupid as Stallions using his own credit card to buy the tickets.

Correct.  I don’t know that there are any prior precedents for a team like Clemson that is not on the schedule, but could be if they make it to the playoffs.  
 

11.6.1 Off-Campus, In-Person Scouting Prohibition. Off-campus, in-person scouting of future opponents (in the same season) is prohibited, except as provided in Bylaws 11.6.1.1 and 11.6.1.2. (Adopted: 1/11/94 effective 8/1/94, Revised: 1/14/97 effective 8/1/97, 1/19/13 effective 8/1/13, 1/15/14)

Correct, you are able to attend games that your employer is playing in.  You are not permitted to attend any games that your team is not playing in, period.  That would be considered in person scouting, and is prohibited.  There are additional rules about using technology, but simple attendance at an event would be an infraction by itself.

It was so that Harbaugh wouldn’t miss Texas next year. He gets credit for the three games once the NCAA decides their punishment, so even if the NCAA tacks on one more, he’d be back in time for Texas. 

There are reasonable gripes about Michigan’s approach to NCAA investigations, but the suspension was not pointless self-flagellating and it’s alarming how many people seem to think it was.
