Why is the order different in round 2? The Lions picked at #8 in round 1 but have the 11th pick in round 2??

The Lions were one of four teams that finished the 2018 season at 6-10.
In Round 1: those teams selected Detroit, Buffalo, Denver, Cincinnati (Lions actually "won" that one - I don't know if the NFL determines the order by a coin flip or some tie-breaker).
In later rounds, they try to "even it out" amongst the teams, who selects first among the bunch:
Round 2: it goes Buffalo, Denver, Cincinnati, Detroit
Round 3: Denver, Cincinnati, Detroit, Buffalo.
et cetera ...

Lions could have taken D Bush or a number of DL and then Irv Smith in 2nd. Just another debacle draft. Remember Drew Stanton instead of David Harris.....

Amen. By older brother has a superstition about how he keeps Wolverines off of the Lions. Every draft he has a favorite Wolverine that he goes through the same ritual to keep the guy off the Lions. I hope the draft Buckeyes every year.

Key word there is"that". Plenty of "other" TE's available when they selected in the second round.
However, there is no other linebacker on the level of Bush available in the second round.

They should have taken Bush. If they wanted a TE so bad Smith in the second round. Might as well forfeit the rest of their picks. Quinn obviously has no fucking idea what he’s doing.
Quinn and Patricia are from Belichick school and small, fast, but incredibly talented LB's like Bush don't fit their style.
