That's incorrect. Going to the ground to complete the catch takes precident over any football move attempted. Because he has yet to complete the catch, there is no football move that has taken place after the catch.

It's called the "Bert Emmanuel Rule".  The question is control even if the ball is touching the ground. If you're controlling the ball from the sides, it doesn't matter if the ball is hitting the ground below. Here, he had clear control when he caught it and reached it, and it's only a question of whether he clearly lost control on the ground. Even a strict interpretation says that's pretty close in this case, which should have confirmed the call on the field. 

But the real problem is the rule. Like the Calvin Johnson non-catch (and Dez Bryant vs. Green Bay in the playoffs a couple years back), the rule takes away catches that all football fans know are a catch. The rule should be that if you've shown control of the ball prior to a reach, you get credit for a football move. But the argument from the league is probably that is easier to enforce.

THAT was irrefutable evidence sufficient to overturn the call on the field? Sure, and I'm Tsar of all the Russia's. But the rule is dumb. Control all the way to the ground has all the problems Sopwith described. Let's use a fairly widely understood rule. If the ground can't cause a fumble, then the ground dislodging the ball can't overturn a completed catch.

but the rules punish players for having control of the ball and then trying to reach across the goal line if you're going down. Here, it should have been confirmed because the call on the field was a touchdown, and though the ball moved when he tried reaching it across, it wasn't out of his control. The ball is allowed to touch the ground. if it's in your hands.

The real problems are

1. The rule itself, that punishes players for reaching after they've already caught the ball and are trying to make a football play

2. The propaganda that the call on the field is supposed to mean something-- anytime you have a review in the final 2 minutes or so, they use a "de novo" standard, even though that is not the rule. If a play is conclusive, you never have to look at it more than once or twice, it's clear.

That's not what happened here. The ball doesn't move the way it did if he had part of his hand on the ball. The ball bounched - it did not glide along the turf, it did not roll with him, it bounced on the ground.

the receiver's left hand came off the ball as it hit the ground and ended up above the ball which is why i think they called it that way.  the rule is stupid but i think the refs called it a drop in line with the rule.  the rule should be changed.  the lions have been screwed by this rule multiple times.

I'm a Steeler fan. Still pretty pissed off.

 

But by rule, that's not a catch. It's a dumb rule, but it's the rule. They didn't change it after Calvin Johnson, Dez Bryant, or Troy Polamalu in Indianapolis back in 2005.

 

A Steeler DB dropped a game clinching interception and a Patriots DB didn't. 

 

I'm pissed but the refs are pretty far down the list of targets.

 

The NFL may or may not take a look at the interpretation of the catch rule, but as it's written now, it was the right call.

so that it is very clear whether it is a catch or not

 

as opposed to adding judgement on whether he had control long enough before he lost it

 

rule is don't lose control when you go to the ground

 

easiest way to not make it a subjective call

I had to go into work for a bit and listened to Patriots vs Pittsburgh on my way in.  I have no emotional investment other than I love that GOAT continues to make the local PSU/Eagles/Steeler fans cry.

When I came out and got in my car Pittsburgh had just completed a 69 yard pass play with not much time left.  The radio crew was in ecstasy and could barely contain themselves to call the remainder of the game.  1 short run, 1 overturned TD, and 1 Int later they sounded suicidal.  The money quote was, "I feel like they just cancelled Christmas"

Never give GOAT a chance to win because he probably will.  Work will be fun tomorrow.
