For example, an 8-4 Notre Dame could not be selected over a 10-2 ACC team, but could be selected over a 9-3 or worse ACC team. So the ACC pretty much screwed themselves. First they pile up losses when playing ND and because of that ND gets picked by a bowl over an ACC team.

Since the SEC is the only major conference without an exit fee or with a GoR, I don't think its a pipe dream. It's the most inexpensive way to get AAU members into the conference. I think it will happen now or never, since the GoR of the ACC will make the SEC think about one very hard. Four superconferences with up to 20 members each and a guaranteed spot in a four team playoff for the FBS football champion will leave a minimum of 45 teams without a chance to become the FBS football champion. If that doesn't sound like a lawsuit just waiting to happen I don't know what does. How are they going to deal with this? The highest ranked non-superconference team takes the spot of the worst ranked superconference champion if it's ranked higher than that champion? Thoughts?
