Presenting the 2013 Offer List
Below is a list of all the scholarship offers handed out to class of 2013 recruits.
A few points to make about the chart:
1. It isn't meant to be a comprehensive recruiting board. It isn't going to keep people posted on where we stand with each kid or which are most likely to commit. It's just here to track offers so make sure to keep up with the recruiting posts Ace or some of the other posters make to keep fully on top of recruiting.
2. Format for the table is the same as the 2012 list. I've replaced the Rivals rank with the 247 rank right now. Rivals is better IMO but haven't done a 2013 ranking yet. Heights and Weights come from Scout. I'm not sure if they're the most accurate or not but from what I've seen in keeping up the 2012 board they seem to have the least egregious errors. I pull 40 times from any of the recruiting sites. In any case, take the measurables with a couple extra grains of salt since these guys are still juniors in high school.
3. Players are listed alphabetically except for our commits which I'm going to put at the top of each position list. This will make it easier on those just looking to peruse the Michigan commits so that they don't need to sort through 200 names to find what they're looking for.

I was surprised to see Wyatt Shallman's 40 time at 4.95. I've read elsewhere he was more in the 4.7 range. If it is 4.95, that's more DE speed than RB. But generally, I'd like to see us getting some more offers out to elite running backs. I'm sure the coaches are working on it when time allows.

I really don't think Shallman is a future tailback at Michigan, at least not a feature back. He's too slow, whether he runs a 4.7 or a 4.95.

If the 4.95 is legit, as in it's laser-timed, then I wouldn't worry about it too much. Any kid who weighs 255lbs won't be running much under 4.95 before his junior season unless he's a total freak. Brionte Dunn runs about a 4.7 and he's a year older and weighs 40 pounds less.
I'd expect Shallman to run in the 4.8 range as a senior, and that's plenty fast for a guy that size. Ron Dayne and Jerome Bettis weren't outrunning DBs, Shallman doesn't need to either.

First of all - what is "around" 4.5? 4.6? Either way, we're not talking about what Shallman will run after college, we're talking about what he'll run before college, as a recruit. I don't expect Wyatt Shallman to run as a 17 year old what Ron Dayne ran at the NFL combine.
EDIT: According to this website:

it says that Ron Dayne ran a 4.65 pre-draft. I'm not sure if that's pro day or combine, but that's what is listed. I can't find any definitive from Bettis but most of the stuff I've seen show him closer to the 4.5 you suggest.
Either way, these are times taken just months before those guys were taken 11th and 10th, respectively in the NFL draft. Shallman right now is a 255lb 16 year old. To put things into persepctive a little, here are some NFL combine times for RBs you might find interesting:
Allen Bradford, USC - 4.58
Knowshon Moreno, UGA - 4.62
Javon Ringer, MSU - 4.60
Beanie Wells, OSU - 4.59
Those are all good college running backs who are much smaller than Shallman who ran in the 4.6 range after college. If Shallman is running a 4.7 as an upperclassman he'll be very good and if he's running a 4.6 then he'll be a first round draft pick. So if he's running a 4.8 or so by the time he shows up I'm cool with that.

with how many defensive players particularly linebackers that we took in this class.. is anyone a bit surprised at how few offers we have on the offensive side of the ball?
EDIT: I know it's early and stuff but man we really need some wrs and rbs next year in a bad way especially with the way that our current class is composed (yes i know we'll at least get 1 wr and probably 2 but even then we'll probably still take another 2 wrs next year).

We still don't know how many WRs we'll take in this class, so if we take 2, we'll be looking at 1-2 in the next class. We have a couple offers out to receivers and a couple more that we're high on (Treadwell comes to mind). It's really not good or all that important to throw out many offers before the previous class signs, except to the guys you want no matter what.
EDIT: Also keep in mind that the likelihood of a guy committing affects how many other guys at his position get offers. For example, if the coaches like Shallman, think it's likely that he'll commit, and only plan on taking one or two running backs, then there's not much of a need to offer more guys. RB is still a big ? in 2012, and once that gets resolved one way or another we'll have a better read on who we should offer for 2013. If Dunn or Garmon go blue, then we might not need to offer more than just Shallman.

and I didn't exactly like what RR was doing completely ignoring the lines but I almost feel that Hoke and company are focusing too much on defense and that our offensive recruting is kind of being neglected. I guess I should just wait to see how this class and next class end up before I start making assumptions.

I think you should wait until NSD to find out whether positions are being neglected or not. Rodriguez offered lots of linemen, but he didn't pull them in (for whatever reason). Meanwhile, Hoke offered 7 safeties in the class of 2012 so far, and 2 of them have committed.

After the night game Michigan is in good standing with Elmer, it seems his top 3 are Michigan, ND and I think Wisconsin. MSU has slipped down a notch below those 3 and doesn't seem to be recruiting him as hard as the others listed have. 3 soild academic schools with good football history he is choosing from though.

Never posted a link here, but this is a non-paywalled 247 article that says Elmer has a leader. It also sounds like he may be looking to end this sooner rather than later. Elmer doesn't state who the leader is, but you can probably figure it out, with all the other info out there.

Has anyone heard any scuttlebutt regarding Tristan Nickelson? I know it's tough to steal a kid like that from Texas, but he sure is an intriguing prospect.

the Lines takes time to develop phsyically, skill positions you can get guys who can step into the 2 deep as freshmen more easily. so yeah we might be light at WR in 13 but if we get 1 this year and 2 next year i'm not too worried. they will only have 5-6 scholies on the roster i'm guessing going forward.

I left Clark on the 2012 list since he is a 2012 kid, just with a promise of a scholarship in 2013. Truthfully it would be most accurate not to include him in either list since he'd initially be a preferred walk-on. Just my 2 cents.

There is a lot of top end talent on this list. Heard somewhere that Michael Hutchings listed us as his leader a while back. Could definitley be wrong about that though.

With the jumpstart in verbal commits Hoke & Co. have on 2013, I have definitely been curious about the other offers. Can't wait for the rest of the intial rankings to come out. Saw commentaries on ESPN Recruiting today about a potential early signing period. I think this could be extremely beneficial to U of M recruiting to sign future kids early, and not have to worry about verbal commitments changing at a later point in time.
