Does not say that it is suspending Harbaugh rather this is a sanction against the institution as taken against its Head Coach. Direct quote "This not a sanction of Coach Harbaugh. It is a sanction against the University."
Also says "We impose this disciplinary action even though the Conference has not yet received any information indicating that Head Football Coach Harbaugh was aware of the impermissible
nature of the sign-stealing scheme.”
I'll leave it to others who have spent more time parsing the rules to weigh in, but this seems too cute by half to me.
Though it appears to have been voted on by the Joint Group Executive Committee.

This is an interesting theory. Tony could not impose this penalty (i.e., longer than two game suspension) unilaterally. Pursuant to the execellent work by MGoBlogger rym (see the diary post):
that any longer suspension under the Sportsmanship Policy would require prior approval by the B10 Joint Group Executive Committee (JGEC)

There was a part of me wishing they would go ahead and suspend him so we could burn it all down. Now that it's here, I'm furiously pissed about it. What happened, why it happened, how it happened... JFC - if there's a case where paranoia is proven true, this is it.
