I'm going to take your question at face value and presume you are genuine in wanting to understand this topic. I'll give you the broadest of strokes and maybe someone else will do the courtesy of catching you up on like 60 years of statistical analysis into things but those who are abjectly poor are not particularly upwardly mobile and are more likely to be the children of parents who are not college graduates which makes their odds of going to college quite low for a variety of reasons (again, the inherent lack of upward mobility in our society, the fact that they are likely in school systems that are worse off than the ones children of the middle or upper classes go to, etc, etc, etc).
"Lottery ticket" careers like "making it to the NFL one day" are seen as more "reasonable" paths to pursue by those who perceive themselves to have (and in most cases actually do have) far less options. Its not that being born in poverty makes you more athletic its that those with equal natural athletic ability but more well-off are more likely to be encouraged to pursue other (more "stable") career options instead of sports or to deprioritize being good at sports. Additionally, upper-class parents are less likely to want their kids playing football AT ALL, in particular, because of CTE and other health concerns. The studies/books/thinkpieces written on these phenomenons and trends are voluminous.

This evaluation doesn't make any fucking sense:
Possesses adequate at 5-foot-10 and 175-pounds plus. Appears to have an athletic build with an explosive lower half. Has the room to add additional weight to his frame at the next level.
Displays above average athletic ability at the receiver position. Shows the ability to line up inside out but takes most of his snaps inside as a slot. Appears to have above average short area quickness and change of direction ability. Possesses some slight hip and ankle stiffness that inhibit separation ability but overcompensates with his ability to play big and utilize his frame.
Exhibits adequate to above average play speed. Wins with physicality and explosiveness at the catch point. Flashes some excellent 50/50 ball skills. Shows some production after the catch but more of short to intermediate route runner with possession ability. Plays bigger than his size dictates, has some edge to his play style. Has the ability to add value on multiple special teams units at the next level. Projects to a multi-year starter at a Power Five program.

I just watched his senior highlights and this write up blows. English is dynamic, fast and runs clean routes. Idk what they were looking at to determine this write up

That write up is basically saying exactly what is happening in this video. I'm not sure how you could read that and think it's bad.

Appears to have above average short area quickness and change of direction ability. - This is his route running, its him changing direction, it's pretty much why he's open on most plays.
Possesses some slight hip and ankle stiffness that inhibit separation ability but overcompensates with his ability to play big and utilize his frame. - There are exactly zero instances of him juking anyone in this video. Some of the DB's make some bad gambles, he doesnt make anyone miss, no sick double moves to de-pants a DB. He's just not a typical "shifty slot type". Every bit of his YAC comes from out-muscling people (and poor tackles).
Exhibits adequate to above average play speed. - He's not blowing anybody out of the water but he does outrun a guy or two.

Shows some production after the catch - yes, but, using his power to run through tackles bad tackles or keep tacklers at bay..
but more of short to intermediate route runner with possession ability. - Because in college you're not going to run through tackles like that and coverages will be better..
Plays bigger than his size dictates, has some edge to his play style - he's a possession slot receiver, idk, weird tweener type.
I like him, think he fits this offense well, a guy who's really likely to be able to pull in a contested ball at the sticks on a 3rd and 5 rpo. He's the guy you throw the ball to when you want or need to throw it near immediately after the snap.

He looks like a very crafty, athletic guy who knows how to get open and catches the ball extremely well. Lacks 5* speed but can absolutely contribute in the B1G.

It is funny how, almost like clockwork, this class has finished strong as UM makes another trip to the playoffs and the coaches are able to work some magic with kids in the end.
I am interested to see a follow-up to the recruiting post that called out UM's lack of a NIL machine because while I do think that's relevant it felt a bit premature at the time to ascribe all issues to UM not knowing how to make money available to players. Similarly, the dramatic uptick in non-grad transfers points to a softening on that front that is interesting.

I don’t think that was what the recruiting post said at all. It said it was one large factor amid a confluence of factors (Harbaugh flirting with NFL, both coordinators leaving) that was delivering a less than expected class.
