I hate them too, but that was a criminal matter, not NCAA by-law. The people involved with that are either dead, in prison, or will be going to prison.

The school elevated football to a status higher than morality and their coach to godhood which allowed that cover up to happen. And they still worship Paterno. They should have had their toy taken away.

The people involved with that were supported by thousands of fans who wanted to keep statues of them. It remains a disugsting program and university.
