I always thought giving them only to the starters is kinda awkward (that's how it looked from the tweet at least)... everyone works hard in practice. Players rotate in during the games. Others have subbed in for injuries. Shouldn't the whole unit get them?

Well JJ has moar upside so he should be the one to buy jackets, not Cade, who needs multiple tries to do it right. Not only would the jackets that JJ buys be more better and more fluffier jackets, but he would also buy jackets for the running backs, wide receivers full backs and tight ends too. JJ knows that this way everyone on offense plays better than Georgia in the playoffs, unless Georgia's QB also decides to buy jackets for Georgia's entire offense, in which case JJ would have to revisit the plan and maybe include free mittens and a hat. I doubt Georgia's QB could match that. Especially since he's out with covid this week.
