As background, I worked in compliance roles for over 10 years in the business world.  There is no doubt that whoever was in charge of compliance at Michigan did a poor job.  The job involves assessing risk and making sure that there are controls around the riskiest areas.  Two key components of risk are change in the control structure (such as a whole new coaching staff, save Fred Jackson) and areas that are high profile (perhaps football out of the 20+ programs).

While I havent seen the org chart in the athletic department, from her title, it seems as if Judy had ultimate responsibliity.  And unlike RRod, this is her entire job, not just part of the job.  Once she received the reprimand from the NCAA, I dont really understand how she could get an award and another job in the same role.  In the for profit business world, she would be out of compliance and into a non-compliance role.

Brandon's experience as a CEO will greatly help him as he has had to deal with lots of compliance issues and would be aware of how to make sure that there was an effective compliance group.  With such a group, Free Press or not, this would have been nipped in the bud early on and Michigan would have avoided an embarrassing situation.
