it's also being said that it was called against OSU in the 98' Sugar Bowl against Florida State.
(I can't link it but the entire '98 Sugar Bowl is on youtube...the call occurs on a fake field goal by Cooper and the bucknuts ~ the 1:04:00 mark)

That was the worst reffed half I've seen in a long time. Phantom PIs, made up rules, finally get a targeting call in our favor and it gets overruled. Of course this crew will not be held accountable and will be back next week, probably reffing our game.

I would guess that maybe you can try to argue that he was in the huddle, but he clearly wasn't.
I had initial similar outrage, but remembered that GT-Clemson game's uproar and assumed the refs were right, they just added the stupid "deceive" language in their inept attempt to try to explain things.

That is a terrible interpretation of the rule. The key to the deception penalty is a simulated substitution or replacement. In other words, A2 has to act as if he's being replaced by A12 but remain on the field in an attempt to deceive.
That's not at all what happened here. Three guys leave the field, three guys come on, and then 15-20 yards behind the substitutes, Butt sets up out wide. That is not a simulated substitution. It's just a wide-set formation.

What Butt did is only simulating substitution if every single WR who lines up on their sideline's side of the field is simulating substitution. The deception was in leaving the huddle earlier than other players, not in attempting to appear like he was leaving in response to other guys coming in (as the rule example talks about). I mean seriously, is it against the rules to line up on the wide side of the field near the sideline? Or is it only illegal if the other team is too stupid to see you? Or is it illegal to leave the huddle at a different time than everyone else?
I mean damn, does this mean no-huddle offenses are now illegal? What if half the guys huddle?
Just another damn stupid mistake by an idiot ref. Did you see that jerk laughing at Harbaugh? I wanted to punch him. :(
