He was dismissed from Wisconsin and couldn’t get on the field there. He would be third string at U of M. He would have ended up transferring from U of M most likely as well.

I tore my clothes and shook my fists at the sky when we missed on Devontae Dobbs and Logan Brown. I'd rather miss out on the 5*s who don't develop than get them and have them not develop. That said their trajectory might have been different at Michigan.

I don't know the details, but I'm not sure we really need a player who was dismissed from his former team. Especially when the coach says the following.
"The reality of what happened is there was an internal incident here within the program and Logan Brown was dismissed from the program," Leonhard said. "It was not a choice. He was dismissed from our program."
EDIT According to this article, it was for striking a teammate during practice.

I didn't even think he was the best OL prospect named Brown to come out of MI that year as Spencer Brown (MSU) looked much more athletic. I think he was one of those guys who dominated in HS just because they were big. Good luck to him at Kansas.
