Isn't TN and/or UNC State lawmakers threatened lawsuit if something bad happens to their team? And what happened there is worse. Here, they are saying do the investigation and then levy appropriate punishment if UM violated it.
They have every right to stick up for their university. One of the good things of being a public university is this And I am happy to see UM and Michigan legislators flex their muscle.
This is not even remotely jumping the shark. The events they are describing are not far fetched and it is supposed to happen tomorrow for crying out loud.

Well the state itself does benefit from the success of its universities. I'm sure some of them would have done the same for MSU or anyone else in a similar position. Especially if GD Ohio was the one who started it.
