As someone who spent most of his adult life in the military, a couple of things in the article jumped out to me. First, the label "CONOP" is one that I'm familiar with, but on a much more tactical level, but to have a CONOP (Concept of Operations) built for this goes way beyond overkill -- excuse the pun. Secondly, many levels of the chain of command will be involved...on down to the Intelligence community. REALLY? Intel? You want intel on what the Zombies will do or what their "battle plan" may be? Oh my goodness.
like say "civilians" and "massive unrest" or "revolt", then maybe it starts to make a little more sense. War games require roles like any other game.

When the DoD does exercises involving anything that could be controversial, the names are always changed. We would never attack the Soviet Union in an exercise, for example, but we certainly would attack a made up country with the same general characteristics.
Same thing here. How do you respond to a massive disease outbreak in the central plains? If it's bad enough, you barricade and save everyone else, but that's not an easy thing to publish.

IIRC, the drill is used to simulate how people would act in large groups if they were without food for an extended period of time.

According to the threat summary, this is designed as a defense against several major types of zombies, not the least of which are "Evil Magic Zombies", "Vegetarian Zombies" and "Chicken Zombies" among others.
Even better, the legal summary does point out that zombies are not covered under the normal constraints of international law.

can all agree that it is not a matter of if a zombie apocolypse takes place but when. I for one am glad they are getting out in front of this.
