I would skip the TM (it's oddly placed - usually it's a superscript - and distracts)
A small registered trademark symbol is a nice touch, considering the "look at me" reasoning behind it.
Or put the TM on "Worst" lol

OP, the suggestion is funny. It adds another layer to a pretty insider-y shirt. I would buy one.
insider-y? Who doesn't know that Ohio is the worst state ever? Greater Cleveland, Toledo and Cinncinati (because of chilli) are all o.k., but c'mon man.
Living outside of the Midwest, I can assure you that plenty of folks don't get it without explanation.
If being an "insider" means being one of millions who live in the Midwest, sure it's "insider-y".

Ah, I meant it more in the vein of an inside joke, as in something that some sports fans would be more likely to understand. With the colors, it's not just "Ohio sucks" but "Ohio sucks, and I'm a Michigan fan." Adding the "THE™️" would tack on "... for example, note this particularly douche-y thing they did."

My KSU, UMASS, USC, Stanford, DU, USF, etc. colleagues all think my worst state t-shirt is hilarious.

Remember, "the" used to be a normal article, in use regularly—until that comically obtuse and nonsensical university claimed the word as a trademark. Aka, ™.
The ridiculous claim not only violates normal usage, they failed to realize that referring to Ohio State's football team requires that it be identified as "the The Ohio State University football team."
Maybe we can just call 'em the "the the''s." Or the "wee-wee the-the's."

Like it, I wish the TM could be smaller and moved up a little bit, like a TM would be in type. You want absolute clarity on what it is.

Since the USPTO bizarrely allowed this trademark registration, the new shirt design should properly have the “R in a circle” symbol after “THE”.
