Can the center just pick it up and throw it like that? He picked up the ball, turned 180 degrees, and threw it. I thought he had to snap the ball. Did the refs just miss it?

I thought it was a good return. One of the blockers should have blocked the receiver behing the interceptor (don't know his name). He could have had a much larger return in that case.
