He's 47th there but lands at 160th on the composite since the other two sites are less enthusiastic. He's going to the Opening and the AA Bowl so we'll get a ton of data on him by the time the cycle's done.

How can the top safety in the country run a 4.69 40?
Most of the other top Safeties run in the 4.55-4.67 range. And his wasn't reported as a laser timed official so don't read too much into it.
Not everyone is a freak of nature like Dax Hill.
Because 247 happens to value his strength and instincts as a strong safety more than the speed and coverage ability of the much smaller free safety prospects.

Can someone explain why the #1 Safety is not a 5*?
Safetys are usually not valued as much as corners. Think of an analogy of Guards and Tackles. Tackles are much higher valued. If they do not work out at tackle, they can always slide into guard. But if a guard cannot hack it, he transfers/leaves football. There is no other position to go. Safety is the same way basically (except valued higher than guards, they could bulk and slide to LB position, but they usually lose even more speed and end up not hacking that either).
Also, it is a weak year for safety. There is not Dax Hill walking through the door.
