And you cannot compare one play by Roh to every coverage play by the secondary. I'd be willing to bet everything I own (which sadly isn't much) that if you put Roh and Cissoko on the field for 100 coverage plays each, Cissoko's (or any DB's for that matter) "good coverage" percentage will be significantly higher than Roh's.
The illusion you have with Roh stems from the CB's being in man coverage a majority of the time (which is tougher against good WR's) while Roh happened to be in zone coverage (i.e. don't let them pass in this circle) and the reciever being thrown to was right in the middle of Roh's zone.
