This question caught me off guard a bit. This is the first time this question has been asked so forgive my poor attempt at answering it. I believe the NCAA only rules on medicals during leap years, so no info will be forth coming until then.

... Then he petitions the NCAA for the red-shirt.  UM then determines, based upon Shane Morris' performance whether the red shirt for Devin is warranted, and puts forth the amount of effort deemed appropriate.

Here is a recent example:

Redshirt junior Mike Rallis, one of the leaders of the defense, also missed time during fall camp with the flu. Like Cooper, he's expected to play this Saturday. Rallis started in six games and played in nine as a sophomore last year, recording 37 tackles as well as three interceptions. The Edina, Minn., native was granted a medical redshirt in 2009 after breaking his leg in the third game of the season.

Another recent example in basketball:

OREGON STATE

Men's basketball: Beavers forwards Eric Moreland and Rhys Murphy were granted medical hardship status for the 2010-11 and will be eligible as redshirt freshmen for the 2011-12 season.

Moreland missed all but four games with a dislocated shoulder. Murphy played the same number of games before going down with a broken wrist.

Murphy also missed his freshman season (2009-10) with a foot injury he suffered on the first day of practice.

These are just from last month.  When medical redshirts are granted seems inconsistent at best.

not all that worried tbh, you have Morris who will be a sophmore and if he is half the QB he is being hyped up to be I think he will beat out Devin that year anyway, so why have the controversy?

Since this post was made by a seasoned veteran, I have made sure my sarcasm meter is fully functional.  In other words, yes, I DO see what you did there.
