I think he's referring to grabbing the brass ring, and in the swell of the moment and the harbaughness, did not explain the context. 

I don't know whether to pump it up, pull it down, or bet.

pulling down the banner, like unrolling a window shade?

It's the signal to moon NCAA, BIG, ESPN, etc.

It usually just means “YES” or “Yeah baby”

I think it means breaking Saban.

Probably from TD Jakes... "pull it down" as in tear down whatever obstacle/barrier is in your way. 

There are several key players on the team that speak motivationally in a way that sounds like motivational "prosperity" preachers; maybe they even listen to him.

Attacking your obstacles and overcoming them is exactly what these men did.

if everyone on the teams does this, the coaches do this, the staff does this … your dreams, these things floating in your head, become real. they’re no longer transcendental.

so grab it. pull it down from the ethereal, and hold it in your physical hands. because you did that.

My son immediately asked me what that meant and I had no idea because I've never heard JH or any other M players use the phrase. There are so many phrases associated with JH/M football (Bet, iron sharpens iron, pump it up, who's got it better than us, God willing and the creek don't rise, etc.) but I didn't recognize this one.

Rich eisen explains it well on his show on 1/9 without talking about pulling anything down specifically.    good listen if you get time.
