It doesn't come from the states, it would come from the PAC-12 Conference. The headline reads "PAC-12..." - I'm not sure where your disconnect is emanating from!

All the schools except OSU have 1 to 5 billion endowments.
Can't any of the endowment be used as a rainy day fund? When schools collect small donations from alumni it's not like there are stipulations. Can't money from small donors be used for whatever? Or couldn't they call up some of their wealthy previous donors and as if their money could be used to help stabilize a school's budget in the time of crisis?
