NFL has a similar penalty- defenses were simulating snap counts or calling out the snap count to make the o line false start. Doesn’t get called much but I do remember seeing it. I wondered if that was going to get called because it seemed like Nebraska d line and linebackers were chattering and flinching around a lot early in the game trying to get Michigan to flinch.

It does remind me of Don Brown’s defense causing a false start a couple years ago when his defenders yelled “MOVE!”- I guess that was legal.

It's a very gray line on what counts and doesn't count as a penalty.  The rules have to allow for the Defense to communicate to each other, make changes, and use any means necessary to gain the attention of their teammates (especially at road games).   BUT, it appears the rules changed to include clapping as a No No because that's what the Offense/QB on a lot of teams use as an official snap count/hike.  Yelling "Move" wouldn't be a penalty until more teams have their offense yell "Move" to snap the ball and the rules committee decides to add that to "the list".

Maybe this rule needs to be enforce more across college football. I noticed our guys on defense where not clapping. The NE guys on defense were clapping some even after that penalty.
