The rule says you cant discuss a player who hasn't signed a NLI or financial aid papers. Ive read from numerous people Franz has applied for financial aid. Who knows if that's just speculation.
It only looks like a violation because Juwan isn't saying whether Wagner signed his financial aid papers. He wants to let Franz make his own announcement.

They have to oar on the mighty Huron where they actually have to steer around corners and drunk tubers. A good portion of their team bikes on Main St. during rush hour to get to practice (the woman use charter buses to get to their boathouse). What’s off limits... the Rugby team? Synchronized Skating?
