Harbaugh has named a starting QB, just not publicly
According to some, Jim has made a decision on whom to start Thursday night, but we the people will not know until (likely) game time - or close to it. I'm sure most people outside of Fort Harbaugh believe it will be Jake.

"They know (who is starting and who isn't)."
I like the approach because it keeps that competition intense, which is exactly what you're looking for if you are planning to use "OR" more than a dozen times in a single depth chart. In all seriousness though, I wonder what the Utah staff thought of that depth chart once it became clear that - in vital places - they knew little more than before.
