I believe Robinson and Witty are announcing tomorrow at 11 a.m.

If i read/remember correctly, robinson was at 11am and witty was later in the afternoon, which caused panic for many in that they might not go to the same place.

I think he's looking for the times of the uncommitted recruits. That list is only the commits.

and Reuben Randle announce at 1:30pm, Stokes at like 6:30pm and Pearlie at 11am (signing at 8am, media day to announce at 11am).
not that there is any reason to think we have a shot at Reuben Randle. Those guys just go to the same school.

when they send their LOI, which is usually in the early morning? Do we have someone "in the know" who can break news upon the LOI arrival rather than the "announcement"?

I doubt it. I remember last year Rivals had live updates from the various press conferences, and then coverage of a 4pm presser by the coaching staff to discuss all the LOIs that had come in up to that point. I don't think there were any (or at least many) "well ____ faxed his in already but he's not going to announce for 3 more hours" leaks.
