I have to wonder what causes someone to come back after they've been banned. A banning seems to be a pretty strong indication that the poster is no longer welcome by the blog owner. So why bother coming back to a place he's not wanted? Move on. Find a happier place. Otherwise, he becomes more like an obsessed girlfriend showing up at an ex-boyfriend's home, or a drunk trying to sneak back into a bar. Or in internet terms, he becomes little more than a troll, imhe.
