many bowls used to be required to invite certain teams based on finishing positions (ie #2 B1G vs #2 SEC or whatever) but now bowl committees have little more leeway.
pretty sure they have the freedom to invite teams of their choice (within reason), provided they satisfy certain criteria in bylaws. bowls want the teams / matchups they predict will result in the highest gate receipts, highest tv ratings, draw the most fans to whatever city, etc - good chance michigan tops northwestern in most
