That is a statement, that is not evidence. And in fact, it is a statement that makes absolutely no distinction between smokers and nonsmokers, which is critical here. There is SOME evidence that smokeless tobacco causes cancer in nonsmokers, but it is not conclusive, as you can see in section 5.2 of that reference. This is why the EU removed the cancer warning from snus (which is different than chew of course) Of course I can understand why a public health organization would not want to condone the use of smokeless as an alternative to smoking, that certainly does not mean they are justified. |

And looking a little further into this, it appears that these kids knew this was the situation last year when they were put on scholarship, and all of them will end up getting renewed |
