OT: Woodson Jersey from 97 but I've never seen this style before?
If you could post a photo of said jersey, it would go a loooong way in getting an accurate answer.

That's what I was thinking as well. Howver, I don't have a clue what the practice jerseys looked like at that time.
I doubt they had names on them.
In 1997 (and for several years after that), Michigan used up its old stock of the previous away jersey design (80s-90s) for practice jerseys.
I'm pretty sure that's not a practice jersey. It looks pretty cheap, honestly. The practice jerseys were better-quality than that.

Nike did some throwback jerseys back in the day and they did a White and Navy Charles Woodson throwback with block Ms on the shoulders. They also did a Braylon Edwards navy throwback jersey and they did a navy Desmond Howard throwback jersey. So the jersey is legit in terms of Nike making it but obviously not a stlye Michigan ever wore.
It's from Nike's Field General collection. It's a throw back to the jersey he wore here with his name on it.
Except that it has a big Nike logo on the shoulder pad. The jerseys we wore then were made by Russell Athletic and had no logo on them.

I've been trying to track down a guy named Per Kjeldsen, who took the offficial photos at Michigan for something like 30 years. Supposedly this man has a collection of a bazillion photos, among which I'm sure there's practice shots from the period you speak of. I walked (actually rollerbladed) by the practice fields a lot in '98 but I seem to remember them wearing the same jerseys they use for games -- blue ones and white with the trim.
Try the dental school, I know he had an office there when I worked in the building ~2007-9. I think he was in charge of the dental radiology lab or something?
