New Rivals 100
I didn't see this posted anywhere else but remove if I'm wrong. Rivals has released a new top 100. Michigan has one player in the top 100 Dee Hart #17 overall (Highest rated 4 star). Other players:
Hasean Clinton-Dix #6
Sammy Watkins #25
Ray Drew #28
DeAnthony Arnett #60
That is just a short list of players interested in Michigan on the list...

What do you mean by matter? If you're asking if they're a good indicator of future performance by a recruit, then yes, by and large they matter. It's much more likely for a highly rated recruit to have college success than a lower rated recruit.
If you're asking if rankings are some final analysis of how a player will perform in college, then still no, they don't "matter." There have always been and will always be players who fall short of and out perform their rankings. Kevin Grady, Patrick Omameh.
So either yes, they always matter, or no, they never did.

I checked both rosters (Army and Underarmour) and I didn't see his name...

He's planning on enrolling early so he may be foregoing all-american games to be on campus during those times.

Most early enrollees are on campus by late January, all star games are normally in the first week or two of the new year, if not in December

An interesting paragraph from the Rivals Staff breakdown of the new 100:
Four other players were seriously discussed when it came to five-star status but still fell a bit short. However, each of them will have an opportunity to seal the deal with additional senior film evaluation and all-star game performances. Orlando (Fla.) Dr. Phillips running back Demetrius Hart jumped 20 slots to be the highest-rated four-star prospect in the land. Rivals.com National Analyst Barry Every saw Hart, a Michigan commitment, in person this year and came away impressed.
"Dee Hart is the best back I have seen in person this season," said Every, who has seen many of the top backs in the country in games this year. "He is dangerous in space and catches the ball like a receiver. Hart is ideal for that Michigan offense, he's probably a better receiver than most of the guys they have already and he's perfect for the spread."
