If your description of the EL police is accurate, it's a change from the late 1990s, and that is good. AA police are reasonable (even if you throw snowballs at their car), and by and large treat students with respect. As I see it the subtext of the EL riots in the 1990s was bad policing.

I recall provocation from the cops, and being hassled just walking from one party to the next. Against that backdrop look the cops SHOULD be cutting college kids breaks. Ann Arbor and San Francisco are already very similar, in terms of liveability and the overall aesthetic. That is one of the reasons I love it so much. Art, sports, lefty politics, an embarrassment of culinary delights. San Francisco has a bit more grittiness, and maybe tilts at more eye-rollingly NIMBY windmills.

I don't know about this list. Duke and Vandy make sense. But Wazzu, Texas Tech, K-State, and even Oregon State have been good in the last 15 years. The latter two programs make up for lack of recruiting hotbeds with juco transfers successfully. 

I think the following are more difficult, due to some combination of lack of historic success, tepid institutional support, and high academic standards: Stanford, Rutgers, Northwestern, Cal, Maryland, Oklahoma State, Baylor, and Virginia.

It is much better than Pliny the Elder, which is #2 overall. PtY is pure nectar. PtE is solid, but I can name fifteen California IPAs I like better. 

Modern Times and Fieldwork both have epic brews. Fieldwork sort of does something new every week or so, and changes up its line up so much that it is hard to know what to even put on a list like this.

When math skills that should be learned in high school are deferred to college, but then abandoned altogether, I think it detracts from what it means to be college educated. You need to have a basic understanding of math to grapple with credit cards, mortgage, savings, and dozens of other important decisions.
