CA law is pretty strict so even if he claims to have permanent residency in another state, he spends more than 6 aggregate months in CA and that would make him subject to state tax law.
I wouldn't be surprised if he has some good accountants and tax attorney to help him keep more of his hard earned salary increase.

Right. California taxes former residents for RSUs granted while living in CA even when they vest years in the future.
