People transfer from one school to another. It is fairly common. When they do, they can take classes right away, they can play in the marching band right away, they can become cheerleaders right away, they can play baseball right away, they can play lacrosse right away.
What they can't do right away is play football, hockey or basketball. Just those three sports (for men). So...what's the difference? Why have we set up one class that includes "all students, including most athletes" and the other class that includes "football, hockey and basketball players only, and nobody else."
What's the difference between football/basketball/hockey players and everybody else? Obviously, the difference is that the people who play those 3 sports are pseudo-professionals. By setting up the two different classes, the NCAA is essentially acknowledging this.
I think the NCAA is realizing this, and trying to move away from the year of ineligibility in order to avoid being challenged on the special rule for certain sports.

Look; there are transfer restrictions in high school, not just intercollegiate football. You have to do that; otherwise there is the distinct risk of transferees becoming parts of transfer-haven Dream Teams, and other gamesmanship.
I get Jay's point; and I agree with the sentiment that NCAA student-athletes should be students first. (I'll remember that, the next time a sprotswriter starts to lecture us on the unjust system in which Universities "make" money off the backs of their athletes.)
The NCAA never said, you can't ever transfer. You just have to sit a year.
So no, Jay. You have not made a good point.
The NCAA is not controlling academics, or barring anybody from pursuing any academic program, anywhere, anytime.
You can leave your current school at will, and apply for admission anywhere else, and transfer there upon acceptance. The only way that it gets tricky, is when we are talking about scholarship athletes, and their continued participation in intercollegiate athletics.
And so yeah, the NCAA is going to regulate the "athlete" part of "student-athlete." The NCAA isn't interfering with the "student" part.
Maybe Jay Bilas' problem is that he is mixing the two things up. As if it were a constitutional right, to a D-1 athletic scholarship.
