A player "milking" or "diving" has nothing to do with whether the original play was legal or not. If the original play wasn't legal, he should be penalized, if a player dives, he should also be penalized. The two events aren't connected in the eyes of the offical/rulebook.

but not something you see often. These guys are obviously way higher level than me, but I think they made a defensible call there.
The point of the diving penalty is to not allow a team to benefit from a dive, and it cost us the powerplay there: it did what it was written to do.
