I'm guessing not.
In other words, an average return to the 21 with a 2% lost fumble opportunity probably isn't worth an average return to the 20 with a 0% chance of a fumble. Not to mention that median return should probably be used here, not average. |

The DOJ doesn't want the laws they use weakened. Period. They're not going to let some sort of flimsy precedent on FERPA be established that they then have to tackle when they're actually actively interested in preserving some sort of federal documentation that's important. |
